Over a five-year period, our firm assisted USAID/El Salvador in the development of a project paper, with the goal of enhancing the capability of Salvadoran managers in policy formation, program planning and implementation, and program and project monitoring.

Specifically, the J&A education and training specialist interviewed key personnel in USAID, the private sector and Salvadoran government agencies to determine the training needs for mid- and upper-level managers. The specialist designed a comprehensive training plan based on these needs and wrote appropriate sections of the project paper. The plan combined short-term in-country training with short- and long-term international training in a way that complemented the ongoing training activities of the Mission.
