Nicandro Juárez
President
Mr Juarez is a Certified Management Consultant, having over 40 years of experience in project direction and management. He received an MA degree from the University of California at Los Angeles and keeps abreast of current trends and events in his fields of expertise. Fluent in Spanish and English, he personally oversees all corporate projects while making himself available to assist with staff support and project implementation at any stage, especially with maintaining close client contact. A long-time member of the Institute of Management Consultants Mr. Juarez is a past president of the Los Angeles chapter.

Danielle Sherrod
Director of Contracts and Grants
Danielle Sherrod’s experience includes work as a U.S. Department of Defense program manager, private sector litigator and corporate attorney practicing finance, employment, public and intellectual property law. During her career, Ms. Sherrod has represented clients from varied industries, including Fortune 500 companies, media and technology startups and government agencies, in a broad array of corporate transactions and litigation matters. Ms. Sherrod earned her Juris Doctorate (J.D.) from Stanford Law School, a Master of Philosophy (M.Phil.) in International Relations from the University of Cambridge and a Bachelor’s degree (A.B., Phi Beta Kappa with honors) from Harvard University. She is admitted to the State Bar of California, speaks Spanish and is also a fluent French speaker.

Russell Hulse
Senior Accountant
Mr. Hulse is a professional accountant with a broad range of experience in the field, including financial reporting and analysis, budgeting, income tax preparation, payroll taxes, audit support and payroll. He is knowledgeable of GAAP, financial statements and forecasting. He has worked as a Controller and as a Staff Accountant for various enterprises.

Betty Juárez
Corporate Secretary/Treasurer
Ms. Juárez is a Certified Management Consultant, experienced in business operations including finance and general management. Having received her BA in Political Science and her MBA from UCLA, she has gained experience encompassing much of the spectrum of government contracting, finance and accounting, also project coordination and support, as well as proposal preparation and report writing.

Sara Montolla
Research Associate
Sara Montolla is an experienced researcher who manages marketing efforts, assists in writing proposals, and works with Head Start program directors, school district administrators, principals, childcare center directors, teachers and others to support J&A projects. She works with diverse communities and participants as a bilingual recruiter, trained observer, interviewer and surveyor. She received her MS in Child Development form Loyola University Chicago School of Law and a BA in Liberal Arts: Spanish Literature and Language from Grinnell College.

Claudia Benavides
Research Associate
Ms. Benavides is an experienced bilingual data collector, interviewer and survey administrator, having successfully performed numerous research projects among both children and adults in California and elsewhere. She has been a tutor and has provided on-site/at-home interviewing services in the areas of Education, Labor and Employment, and Testing. She received a BA in Political Science from UCLA and is fully bilingual.

Cynthia Benavides

Cynthia Benavides has been involved in several education and social research projects in Los Angeles and nationally in the past decade. She has extensive experience in data collection, coordinating efforts and project management. She received a BA in Political Science from Loyola Marymount University.

Daysi Analuisa
Research Associate
Daysi is a research assistant, responsible for supporting and coordinating the firm’s various research activities. Daysi received a BA in Psychology from California State University, Los Angeles. She has been involved in various research projects throughout the nation in the past years, including recruitment, data collection, data entry, transcription, and report writing. She is fluent in Spanish and English.

Victor is part of the J&A accounting team in Los Angeles, supporting many of the firm’s national and international projects.  He received his BS in Applied Mathematics from UCLA.  An experienced bilingual educator and field researcher, Victor collaborated with the UCLA Lab School’s instructional team while attaining his degree.  Since then, for over five years, he has contributed to multiple educational research projects .  He is fluent in Spanish and English.

Regino Chávez (MA in Sociology from the University of California, Berkeley and BA in Sociology from Pitzer College) has over 30 years of experience in the use of quantitative and qualitative methodological strategies to examine service utilization and to explore new product/service development. He has conducted research for policy studies, strategic planning, and the development of promotional campaigns for products and services as well as for social marketing campaigns. He also brings more than 25 years of experience in the development and evaluation of education and health programs.

Gary Resnick
Senior Research and Evaluation Consultant
Dr. Resnick is a nationally recognized expert in child development research, bringing decades of experience at the nexus of child development and program evaluation. He has assessed young children’s school and reading readiness outcomes internationally, especially for children living in disadvantaged communities.

Kjell Enge
Consultant
Dr. Enge received his PhD in Anthropology and his BA in Biology and Chemistry.  In his long career, he has provided consulting services all over the world, including many countries in Africa, Asia and Latin America.  His specializations include monitoring and evaluation, basic education, community health, reproductive health, private-public partnerships in international development, applied anthropology, project design, program evaluation, educational development, medical anthropology, ecological anthropology, agricultural systems, irrigation, rural development, qualitative and quantitative analysis.  He speaks fluent Spanish, English and Norwegian, and has a working knowledge of Portuguese, French and Italian.

Analice Schwartz
Consultant, Early Childhood Education, Basic Education
Dr. Schwartz’ research and work experienced has been focused on mechanisms to improve access to quality in basic education, mainly early childhood education policy and programs, teacher training, conditional cash transfers, and education reform in Brazil. Her work has focused on applications to improve reading in early grades, including the preparation of assessment reports and literature reviews. She has worked as a consultant for the World Bank and other institutions. A Brazilian national, she holds an undergraduate degree in Portuguese from UNICAMP, a Master’s degree in General Education from SUNY Albany, a Master’s degree and an EdD degree in Education Policy from George Washington University. Dr. Schwartz is fluent in Portuguese, Spanish, English and French.

Alex Bonino
Business Development Associate
Alex Bonino is J&A’s Washington DC-based business development associate. He has worked in many capacities across several countries. Most recently, while completing his M.A. in International Relations in London, Alex assisted in the procurement of business and trade opportunities between British and Egyptian private sectors through his work at the Egyptian Embassy in London. Alex has also done research for the Organization of American States, the Center for Strategic and International Studies, and policy work with the Spanish Embassy in London. Alex obtained his B.A. in Political Science from Virginia Commonwealth University and, more recently, graduated with merit from City University of London with an M.A. in International Politics. He speaks fluent English and Spanish.

Fernando Rubio

Mr. Rubio has extensive experience in international development, having engaged in such professional activities as educational measurements (standards and testing), monitoring and evaluation, basic education, higher education partnerships, teacher development, assessment of institutional performance, planning and assessment of workforce development, distance learning, educational equity and gender, training and supervision of field research teams, EMIS database design, and social marketing. Currently he is Director of the Guatemala Lifelong Learning Project implemented by J&A in Guatemala. Mr. Rubio received his MA in Psychology from the New York School of Social Research, and a BA in Psychology from the Universidad de Panamá. He also teaches courses in Assessment, Measurement and Evaluation at Del Valle University in Guatemala.

Josefina Vijil
Consultant, Literacy Specialist
Dr. Vijil is a social scientist, holding a doctorate in Educational Sciences from Université Catholique de Louvain, Belgium. She has extensive experience in pre-service and in-service teacher training in primary, secondary and higher education, including expertise in early grade literacy, educational materials development, school counseling and educational resource management. She has served as teacher training researcher and academic coordinator at several Central American universities and manager or program director at Central American foundations. She has worked as a consultant for the IDB, FNUAP, the Netherlands Cooperation Service, international NGOs, universities and private sector foundations. She has published academic papers, books, book chapters and articles. She speaks Spanish, French and English.

Tia Linda Zuze
Senior Research Consultant (South Africa)
Dr. Zuze is an Economist who specializes in international monitoring and evaluation methodology design and implementation, including survey research and analysis, instrument design, tablet data collection and analysis (e.g., using Tangerine software), and reportage with data documentation. Her interests include educational equity, youth labor market transitions, school effectiveness, teacher quality and comparative studies in education. She is fluent in English and French. She received her PhD from the University of Cape Town.

Amit Kumar
Regional Program Director
Mr. Kumar is a post graduate (MA) in the area of Anthropology, also having a post graduate diploma in Rural Development from Xavier Institute of Social Service in Ranchi, India. Based in New Delhi, he has over 22 years working with national and international donor agencies. On behalf of J&A, he supported the monitoring and evaluation component of USAID’s India REACH project which aimed at reaching and educating vulnerable children; in addition he was part of the team performing a six-country cross-national evaluation of Room to Read libraries which provide educational opportunities for underserved children in Asia and Africa. At present, he is involved in business development in Asia and Africa.

Arpana Luthra
Regional Program Development Director
Ms. Luthra has a post graduate (MSc) degree in Community Resource Management, and she is an Extension graduate of Lady Irwin College, Delhi University, India. She has over 22 years of incremental experience working with national and international donor agencies and is a seasoned trainer. She specializes in conducting training sessions and developing monitoring and evaluation tools. She assisted in monitoring and evaluation of the India REACH project and was also part of the team evaluating Room to Read libraries in six countries of Asia and Africa. In addition she assisted in coordinating an international conference in Uganda on behalf of the Hewlett Foundation’s Quality Education in Developing Countries program. At present, she is involved in business development in Asia and Africa.
