The Expanding Educational Horizons project (EEH) was the third phase of the New Horizons Project (NHP), first implemented in 1998, in collaboration among the U.S. Agency for International Development, J&A, and the Jamaican Ministry of Education and Youth. This four-year contract was a follow-on vehicle designed to assist the Jamaican Ministry of Education to: improve literacy and numeracy in Grades 1 to 4 of 71 selected primary schools, improve the teaching methodologies and skills used by teachers in schools, improve the performance of at-risk and out-of-school youth, reduce levels of sub-optimal performance demonstrated by boys, and increase the support of education by parents, communities and the private sector to achieve education outcomes. J&A provided assistance in project implementation using on-site professional/technical staff, international consultants and Jamaican education experts..
