A four-year project to provide training, technical assistance and commodity support to assist the Ministry of Education in improving primary school student performance in reading and mathematics, to strengthen accountability in the primary education system through the use of measurement tools and the establishment of standards, and to build regional capacity for school management oversight.

The project aimed at increasing the accountability of principals, students, parents and teachers in the improvement of student performance in reading and mathematics in the early grades (1-3). Also, it aimed at improving the capacity of the MOE, the Regional Education Authorities, the Jamaica Teaching Council and the National Education Inspectorate to monitor school management, and the National Education Trust to increase public and private contributions. The project utilized accountability mechanisms that set goals and held principals, teachers, parents and students responsible for results.
